What Is ICAO Level 4?
ICAO Level 4, also referred to as the Operational Level, is part of the ICAO language proficiency rating system. It confirms that aviation professionals can communicate effectively in both routine and unexpected operational situations.
The ICAO rating scale evaluates six language categories:
- Pronunciation
- Structure
- Vocabulary
- Fluency
- Comprehension
- Interaction
To achieve ICAO Level 4 English proficiency, a candidate must receive at least Level 4 in all six categories. The lowest score determines the overall rating. If one category falls below Level 4, the certificate cannot be issued.
Operational Level 4 confirms the ability to use standard ICAO phraseology correctly, transition to plain English when required, understand different accents, and respond appropriately during non-routine events. This level ensures communication remains safe and effective in international aviation environments.
