Level 4 — Operational
The minimum English proficiency level required by ICAO for international flight operations. It demonstrates that a pilot or controller can communicate safely and effectively in both routine and unexpected situations, using standard ICAO phraseology and switching to plain English when required.
Level 5 — Extended
A higher level of English proficiency than Level 4. Pilots and air traffic controllers at this level communicate fluently, manage unexpected situations with greater confidence, and require less frequent certificate renewals.
Level 6 — Expert
The highest English language proficiency level defined by ICAO. It indicates near-native communication skills, allowing pilots and controllers to communicate accurately, naturally and confidently in all operational situations.
ICAO vs EASA English — understanding the differences
Both ICAO and EASA assess English language proficiency to ensure safe and clear communication in aviation. They follow a similar framework, but their origins and validity periods differ. ICAO introduced the global standard in 2008 under Doc 9835; EASA later adopted these regulations for European Union member states.
The key difference is the validity of Level 4. Under ICAO, Level 4 is valid for three years, whereas EASA extends it to four. For Levels 5 and 6 the validity is identical under both systems, with Level 6 offering lifetime recognition.
