It demonstrates the ability to communicate effectively in English during both routine and unexpected aviation situations.
To meet the ICAO Level 4 requirements, a candidate must achieve at least Level 4 in all six ICAO language proficiency rating categories: pronunciation, structure, vocabulary, fluency, comprehension and interactions. The lowest individual score determines the final ICAO English proficiency level.
ICAO English Level 4 requires clear and effective communication in operational aviation contexts, including the ability to understand different accents, use appropriate vocabulary and respond effectively during unexpected or non-routine situations.

Your final rating is the lowest score across these six areas. All six must reach Level 4 for the certificate to be issued.

Clear and intelligible speech. Accent influence is acceptable provided it never forces a repeat.

ICAO Level 4 requirements
ICAO language proficiency requirements are defined in ICAO Annex 1 and further detailed in ICAO Document 9835. These regulations apply to pilots and air traffic controllers engaged in international operations.
To meet ICAO Level 4 requirements:
- English language proficiency must be demonstrated through an approved assessment.
- The achieved proficiency level must be recorded on the licence.
- Renewal is mandatory before the certificate’s validity period expires.
- Without a valid certificate, international operating privileges may be limited.
